This refers to disasters caused by development activities that do not fully take into account the workings of the natural world, such as technologically immature development, development that prioritizes economic efficiency too much, or development that changes the natural world too rapidly and upsets the balance of the natural world. In other words, it is a disaster caused primarily by human development activities themselves. In the days when development technology was only advanced enough to not significantly upset the balance of the natural world or the balance between the natural world and human society, disasters caused by abnormalities in the natural world were called natural disasters, as they were beyond the control of humans, and were classified as natural disasters.
