自然界のしくみを十分に考慮に入れない開発行為,たとえば技術的に未熟な開発,あまりにも経済性を優先させた開発,あまりにも急激な自然の改変によって自然界のバランスを崩してしまう開発などによってひき起こされる災害をいう。すなわち,人間の開発行為そのものがおもな要因となって起こる災害である。開発技術が自然界のバランスや自然界と人間社会のバランスを大きくは崩さない程度の技術力しかなかった時代には,自然界の異変によってひき起こされる災害は,人間の力の及ばないものとして,天災と呼ばれ,自然災害の範疇(はんちゆう)に入れられていた。
