River crossing - Kawagae

...The city has a long history of flood control, with the Nijūkken River diversion constructed during the Meiwa and An'ei eras (1764-81), and the Shinkawa River (abandoned in 1939) constructed in 1832 (Tenpo 3). These artificial diversions were called "kawatagae" (river diversions), and also meant creating new alluvial plains. Nevertheless, there are records of more than 30 floods between 1635 (Kan'ei 12) and 1848 (Kaei 1), and the city was hit by three floods even after the Meiji era began, with the city of Matsue being flooded for a week in 1893.
