Born on September 24, 1883. After serving as Director-General of the Budget Bureau of the Ministry of Finance, he became Vice Minister of Finance in the Hamaguchi and 2nd Wakatsuki Cabinets, Vice Minister of Colonial Affairs in the Saito Cabinet, and Chief Secretary in the Okada Cabinet. In 1940, he became Minister of Finance in the 2nd Konoe Cabinet. He was a member of the House of Peers. In 1952, he signed the Treaty of Peace with the Republic of China as his full power. He passed away on September 27, 1963. He was 80 years old. He was born in Tokyo and graduated from Tokyo Imperial University.
