…This was one of the intensifying incidents of the Freedom and People's Rights Movement that occurred in December 1884 (Meiji 17). Around April of that year, Liberal Party members Muramatsu Aizo, Kawasumi Tokuji, and Yagi Shigeharu from Tahara, Aichi Prefecture, intended to establish a constitutional government and planned a secret publication to awaken people's hearts. They contacted Sakurai Heikichi and others from the Aikoku Seiri-sha in Iida, and in August, with the cooperation of the Liberal Party headquarters, they asked Ueki Shimori to draft a draft.
