...In August 1876, the Meiji government promulgated the Ordinance for the Issuance of Gold-stipend Public Bonds, abolishing the payment of stipends to the nobility.

In the early modern period, the strict social order that existed among the Shogunate's retainers and the samurai clans of each feudal domain rapidly collapsed during the upheaval of the late Edo period and the Meiji Restoration. However, some nobles and samurai who had contributed to the Restoration were still able to hold important government positions regardless of their previous social status. Reflecting the above circumstances, in June 1869 (Meiji 2), the government decided to refer to feudal lords and nobles as aristocrats and samurai as shizoku (including all clans and lower classes down to commoners), in an attempt to streamline the social order within the samurai class.
