...A system by which administrative authorities restrict a person's physical freedom, a means of immediate coercion permitted by the old Administrative Execution Law (promulgated in 1900) under the old constitution. It was institutionalized following the model of the German Verwahrung. The Administrative Execution Law permitted administrative authorities to confine (protective custody) those who were drunk, insane, attempting suicide, or others deemed to require assistance, as well as those who were engaged in violence, fighting, or other acts that might harm public order (preventive custody), and limited the period of custody to sunset the following day. *Some of the terminology explanations that mention "Verwahrung" are listed below.
