Egyptian politician and international political scientist. He served as professor at Cairo University and Paris University, and became Egypt's foreign minister in 1977. He was a key figure in the Camp David Accords with Israel in 1979. He became deputy prime minister in 1991, but was inaugurated as the sixth Secretary-General of the United Nations in January 1992. He worked on organizational reform of the UN Secretariat, reducing the number of assistant secretaries-general from 42 to six, and also promoted the consolidation and abolition of departments. In addition, in his 1992 publication of Agenda for Peace, he proposed the idea of a "peace enforcement force" as a preventive deployment of PKOs, but the failure in Somalia led to the abandonment of the idea. On the other hand, in 1994, he published Agenda for Development, emphasizing the need for preventive efforts on global issues such as population and development, financial flows, and the environment. He showed a desire to serve a second term, but gave up due to the veto of the United States, and retired at the end of 1996.
