A licensed practical nurse is a woman who assists doctors in medical treatment at hospitals and clinics and takes care of sick people. After graduating from high school, she receives more than three years of specialized education at a university or nursing school designated by the Minister of Education and the Minister of Health, Labor and Welfare, passes the national nursing exam, and obtains a license from the Minister of Health, Labor and Welfare. A licensed practical nurse has the same duties, but works under the direction of a doctor or nurse. After graduating from junior high school, she studies two years at a licensed practical nurse school, passes the licensed practical nurse exam, and obtains a license from the prefectural governor. There is also a path from licensed practical nurse to full-time nurse. The status and duties are stipulated in the Public Health Nurse, Midwife, and Nurse Law. In 1968, the Public Health Nurse, Midwife, and Nurse Law was revised to allow men to obtain the qualification, but the titles of nurses and nurse-in-waiting were different depending on gender. In 2002, the law was renamed the Public Health Nurse, Midwife, and Nurse Law, and nurses (officers) were changed to nurses and licensed practical nurses (officers) to licensed practical nurses.

病院，診療所などで医師の診療を助け，病人の療養の世話などの業務をする女子で，高校卒後，文部大臣・厚生大臣の指定する大学・看護婦学校で３年以上専門教育を受け，看護婦国家試験に合格，厚生大臣の免許を得る。准看護婦も業務は同じであるが，医師，看護婦の指示の下に仕事をすることになっており，中学卒後，准看護婦学校で２年修業後，准看護婦試験に合格，都道府県知事の免許を得る。なお准看護婦から看護婦になる道も開かれている。身分・業務は保健婦助産婦看護婦法に規定。1968年に〈保健婦助産婦看護婦法〉が改正されて男子も資格を取得できるようになったが，性別で看護婦／看護士と呼称が異なっていた。2002年同法は〈保健師助産師看護師法〉と改称され，看護婦（士）は看護師に准看護婦（士）も准看護師に改められた。
