Generally, in a contributory pension system, for a while after the system is launched, the number of people receiving pensions is fewer than the number of people paying insurance premiums, and income exceeds expenditures each year. In the case of the Employees' Pension Insurance and the National Pension, the difference between income and expenditure is deposited as a pension reserve fund with the Fund Management Department under the jurisdiction of the Ministry of Finance, and is managed and operated centrally together with other government funds as a source of funds for fiscal investment and loan. This reserve fund is part of the financial resources for future pension payments, and since it is an accumulation of insurance premiums paid by subscribers, etc., special consideration is given to its management.

一般に拠出制の年金制度では，制度発足後しばらくの間は，保険料を拠出する者に比して年金を受給する者が少なく，毎年度の収入は支出を上回る。厚生年金保険および国民年金においては，この収支の差額は年金積立金として大蔵省所管の資金運用部に預託され，財政投融資の原資として，他の政府資金とともに一元的に管理運用されている。この積立金は，将来の年金給付の財源の一部となるものであり，加入者等が拠出した保険料の集積であるため，その運用に当たっては特別な配慮が加えられている。
