A local official in the first half of the 8th century. Izumo kuni no miyatsuko. In January of the 1st year of Jinki (724), he presented a Shingako (prayer for the deceased), and was promoted from Junior Seventh Rank to Lower Rank, and was given a stipend. In February of the 3rd year of the same year, he presented a sword mirror, a white horse, and a swan from the shrine, and was promoted two ranks, and shared the gifts with 194 shokube (low-ranking priests) (Shoku Nihongi). At the end of the Izumo no Kuni Fudoki, which was made by Kanzo on February 30th, 5th year of Tenpyo (733), his name appears as a general manager with the title of Izumo kuni no miyatsuko Obiou-gun tairoi, Junior Sixth Rank, Upper Rank, and Award of 12th Rank. The same title appears in the Izumo Kuni Keikaicho from the 6th year of the same year (Nirakura Ibun Vol. 1). In the 10th year of the same year, he was promoted to Junior Fifth Rank. During the Nara period, the Izumo kuni no miyatsuko were successively Kayasu, Hiroshima, Otoyama, and Masukata.

8世紀前半の地方官。出雲国造。神亀1(724)年1月,神賀の事(神賀詞)を奏上し,外従七位下から位を進められ,禄を賜った。同3年2月にも同様に奏上し,神社の剣鏡と白馬,鵠を献上,位2階を進められ,祝部(下級の神職)194人と共に賜物にあずかった(『続日本紀』)。天平5(733)年2月30日勘造の『出雲国風土記』の巻末に総括者として出雲国造帯意宇郡大領外正六位上勲12等の肩書で名がみえる。同6年の「出雲国計会帳」にも同様の肩書がみえる(『寧楽遺文』上)。同10年外従五位下。奈良時代の出雲国造は果安―広嶋―弟山―益方と続いた。
