The background to the importance of the note issuing system from the 19th century to the first half of the 20th century was the economic situation at the time, in which excessive note issuing led to overheating of the economy and inflation. However, as the development of checks and other means of payment led to a relative decline in the role of banknotes as a means of payment, it became insufficient for central banks to achieve their policy objectives of price stability, full employment, appropriate growth, and equilibrium in the balance of payments by simply adjusting the amount of banknotes issued. Instead, it became important to control the total amount of money (money supply control), which also included the current account balances of commercial banks. In other words, the note issuing system is now only considered to be a part of money supply control. ...
