Hisanobu Kano

...The largest in-house group in the House of Peers, centered on viscounts, was formed in November 1891 and continued to exist until the end of the Imperial Diet in March 1947. The leaders at the time of its formation were Count Ohara Shigetomo, Viscount Kyogoku Takanori, Viscount Kano Hisayoshi, Viscount Yamauchi Toyomasa, Viscount Nabeshima Naotora, and Viscount Hotta Masaaki, and at the opening of the 4th Diet in November 1892, it had 70 members (1 marquis, 6 counts, 26 viscounts, 10 barons, 12 imperially appointed, 15 large taxpayers). In July 1892, the group organized the Shoyukai as an election body, but because the mutual election of counts, viscounts, and barons was a complete consecutive system, the Shoyukai exerted its influence every time a by-election or general election was held. ...

…子爵議員を中心とする貴族院内最大の院内団体で，1891年11月に結成され，1947年3月の帝国議会の終幕まで存続した。結成当時の幹部は，伯爵大原重朝，子爵京極高典，同加納久宜，同山内豊誠，同鍋島直虎，同堀田正養で，1892年11月の第4議会開会当時には70名の議員を擁していた(侯爵1，伯爵6，子爵26，男爵10，勅選12，多額納税者15)。同会は92年7月に選挙母体として尚友会を組織したが，伯･子･男三爵議員の互選が完全連記制であったために，補欠選挙や総改選のたびに，この尚友会は威力を発揮した。…
