〘Noun〙① A temporary official stationed in the three roads of San'yo, San'in, and Nankai in the 3rd year of Tenpyo ( 731 ) during the Nara period, and later in various roads. They patrolled the provinces to check the peace and order, and audited the performance of the kokushi and gunji. There were officials such as envoys, judges, and chief clerks. Those in Kinai were called sokan. They were also stationed in April 1846 ( 746 ), but were abolished in December of the same year. ※Shoku Nihongi - November 11, 731 (731), "Initially established as the general governor of Kinai and an envoy to pacify various roads"② An official stationed in the San'in, Tokai, Tozan, Hokuriku, and Nankai roads in the 1st year of the Meiji period ( 1868 ). They defeated and subjugated the feudal lords and samurai who supported the shogunate, investigated the people in each road in the former shogunate territory, corrected their family registers, and were responsible for the peace of the residents. 〘名〙① 奈良時代、天平三年(七三一)に山陽・山陰・南海の三道に置き、のち諸道に置いた臨時の官。諸国の治安を巡察し、国司・郡司の治績を監査させたもの。使、判官、主典などが置かれた。畿内のものは惣管という。同一八年(七四六)四月にも置かれたが、同年一二月廃止。※続日本紀‐天平三年(731)一一月丁卯「始置二畿内総管、諸道鎮撫使一」② 明治元年(一八六八)、山陰・東海・東山・北陸・南海諸道に置いた官。佐幕の諸侯、諸士を討ち平らげ、旧幕府領地の各道にある者を調べ、その戸籍を正し、住民を安撫する任にあたった。鎮撫総督。〔布令字弁(1868‐72)〕
