Special Measures Act for the Revitalization of Depopulated Areas

...The problem of depopulation and overpopulation includes a rapid decline in food self-sufficiency in farming, mountain and fishing villages, the devastation of the land as families leave the villages, skyrocketing land prices in metropolitan areas, and intensifying urban pollution. It can be said that the phenomenon of depopulation and overpopulation is a terrible legacy that deserves special mention, born from the postwar economic development. In response to this situation, measures have been taken, such as establishing special subsidy provisions, under the Emergency Measures Law for Depopulated Areas promulgated in 1970, the Special Measures Law for the Promotion of Depopulated Areas promulgated in 1980, which replaced it, and the Special Measures Law for the Revitalization of Depopulated Areas promulgated in 1990. (As of April 1, 1997, the number of municipalities publicly announced under the current law was 1,231 (44 cities, 795 towns, and 392 villages), accounting for 38.1% of the total number of municipalities in the country. The table shows the depopulation situation by prefecture.)
