It was the largest strike in Japan before World War II, carried out by about 30,000 workers from three Kawasaki shipyards in Kobe (head office, Hyogo, and Fukiai) and three Mitsubishi companies (shipbuilding, internal combustion engines, and electrical machinery) from June 25 to August 9, 1921 (Taisho 10). The First World War triggered international developments such as the Russian Revolution and the formation of the ILO, and domestic developments such as the rice riots and the democratic movement. Stimulated by these developments, strikes broke out on an unprecedented scale in the second half of 1919, and labor unions were formed one after another.
