A political system in Spain and Portugal from the 19th century to the early 20th century in which parliamentary democracy was illegally controlled by a small number of local influential people called caciques. The caciques' complete control over the electorate led to the emergence of a two-party system dominated by local landlords in Spain after the restoration of the monarchy by Alfonso XII. The dictatorship of M. Primo de Rivera destroyed this system of electoral control by the caciques.
