This was one of the petitions made during the Edo period. Farmers and townspeople would wait in processions for the Shogun, the Shogunate, or feudal lords with their demands, and present their petition to them. The Shogunate and feudal lords banned this practice because it did not follow legal procedures. There is a famous legend that in 1652 (Shoo 1), Sogoro, a headman of the Sakura domain in Shimousa, appealed to Kuze Yamatonokami and Shogun Ietsuna in their palanquins against the oppressive rule of his feudal lord, and in 1785 (Tenmei 5), two townspeople from Yamashiro Fushimi appealed to Matsudaira Hoki no Kami in their palanquins against the oppressive rule of the Fushimi magistrate.
