When a political party that is not participating in the formation of a cabinet cooperates with the cabinet. If no party has a single majority in the parliament, in order to form a cabinet, multiple parties must form a majority and form a coalition cabinet. If this is not possible, a minority cabinet must be formed and other parties must cooperate in the parliament, especially when it comes to voting. This may be predicated on an explicit policy agreement, or on informal, tacit cooperation.
