When a political party that is not participating in the formation of a cabinet cooperates with the cabinet. If no party has a single majority in the parliament, in order to form a cabinet, multiple parties must form a majority and form a coalition cabinet. If this is not possible, a minority cabinet must be formed and other parties must cooperate in the parliament, especially when it comes to voting. This may be predicated on an explicit policy agreement, or on informal, tacit cooperation. 内閣の組織に参加していない政党が内閣に協力すること。議会内において単独過半数を占める政党がない場合,内閣を組織するためには複数の政党によって多数派を結成して連立内閣をつくらざるをえなくなる。もしそれが不可能な場合は少数派内閣を組織し,他党に対し,議会内で特に議決に際し協力を要請しなければならない。その前提として明確な形で政策協定をする場合もあるが,非公式の暗黙の協力を得る場合もある。
