...Through these, many prisoners were sent to work in munitions factories or on the South Sea Islands as part of wartime penalties. After the war, there were attempts to amend the Prison Law under the new constitution, but this did not come to fruition. Instead, classification and open treatment were introduced through amendments to the Enforcement Regulations (famously the 1966 amendments that removed the prohibition on reading newspapers and the rule that prisoners must have their heads shaved). The new classification regulations of 1972 stipulated treatment classifications in addition to the traditional detention classifications, and included seven types of classifications: Class V (3.8% of the 37,400 prisoners at the end of 1994) for those who needed vocational training, Class E (1.2%) for those who needed academic education, Class G (63.4%) for those who needed lifestyle guidance, Class T (2.1%) for those who needed specialized medical treatment, Class S (3.9%) for those who needed special care treatment, Class O (1.4%) for those deemed suitable for open treatment, and Class N (17.5%) for those deemed suitable for accounting work. …
