In 1902, he created the Overseas Emigration Research Association, showing his interest in the immigration business, and in 1905 he traveled to Manchuria, where he organized the Kwantung Leased Territory Labor Protection Association the following year, encouraging workers and others to emigrate to Manchuria. However, his desire for solidarity with Asian peoples was no longer there, and he only displayed an aggressive ideology that was no different from that of the continental ronin in general.
