It is translated as "excessive genocide." It refers to a situation in which, as a result of the intensifying arms race between nuclear-powered nations, more nuclear weapons are produced than would be necessary to kill the entire world's population. For this reason, it was said that "there is an 80-ton bomb above the head of every person on earth." This term became widely used, especially after R. Rapp wrote "Kill and Overkill" (1962). 過剰殺戮と訳される。核保有国間の軍備競争が激化した結果，世界の全人口の殺戮に必要な破壊量以上に，核兵器が生産された状態をいう。そのため「地球上の1人1人の頭上に 80tの爆弾がある」などといわれた。特に R.ラップが"Kill and Overkill" (1962) を書いたことから，この言葉が広く使われだした。
