It is translated as "excessive genocide." It refers to a situation in which, as a result of the intensifying arms race between nuclear-powered nations, more nuclear weapons are produced than would be necessary to kill the entire world's population. For this reason, it was said that "there is an 80-ton bomb above the head of every person on earth." This term became widely used, especially after R. Rapp wrote "Kill and Overkill" (1962).
