This made it difficult to coordinate opinions within the Japanese government, and furthermore, the confusion and fragmentation of the negotiation route led to unnecessary misunderstandings between Japan and the United States. In March 1970, the United States presented a compromise proposal similar to the Kendall Plan, and in June, a direct meeting was held between Minister of International Trade and Industry Kiichi Miyazawa and Secretary of Commerce Stans.
