Okinawa Secret Agreement

...This issue began with the election pledges of the Republican presidential candidate Nixon in 1968, and began with the demand for strict self-restraint on Japan issued under the new Nixon administration in the spring of 1969. In response, Prime Minister Eisaku Sato made a "secret agreement (Okinawa secret agreement)" to settle the issue in line with the American demands in exchange for "return of Okinawa without nuclear weapons." This made it difficult to coordinate opinions within the Japanese government, and furthermore, the confusion and fragmentation of the negotiation route led to unnecessary misunderstandings between Japan and the United States. In March 1970, the United States presented a compromise proposal similar to the Kendall Plan, and in June, a direct meeting was held between Minister of International Trade and Industry Kiichi Miyazawa and Secretary of Commerce Stans. In October, Prime Minister Sato met with President Nixon for the second time and promised to settle the issue again, but the subsequent intergovernmental negotiations ended up hitting a deadlock. ...
