A village in Soya District, Soya Subprefecture, northern Hokkaido. Population 3,121 (1995). Facing the Sea of Okhotsk to the east, the Tenpoku Line Transfer Bus (Soya Bus) runs to Wakkanai City to the northwest. The town office is located in Onishibetsu in the north. The place name means "entrance to the marshland" in Ainu, and the characters "Sarufutsu" were used in 1878 when the six villages of Soya District were publicly announced. In 1920, a railway line was extended to Onishibetsu (now discontinued), and in 1924, it was separated from Soya Village and became independent. Dairy farming, fishing, and forestry are the main industries, and in recent years dairy farming has expanded, and scallop farming has become popular. 北海道北部,宗谷支庁宗谷郡の村。人口3121(1995)。東はオホーツク海に面し,北西隣の稚内市に至る天北線転換バス(宗谷バス)が通じる。役場の所在する集落は北部の鬼志別(おにしべつ)。地名はアイヌ語で〈湿原の入口〉の意で,1878年宗谷郡6村設定の公示で〈猿払〉の文字が当てられた。1920年鬼志別まで鉄道が通じ(現在は廃線),24年宗谷村から分村,独立した。酪農,漁業,林業を主とし,近年酪農が伸長し,ホタテガイの養殖が盛んになった。
