In other words, in the middle of the Nanboku-cho period, the Akamatsu clan made the Ogawa clan, who were the Harima Kokuga Zaisho (local government office), and their family members their vassals, and in 1392 (Genchu ​​9, Meitoku 3), they appointed them to the position of Mokudai (deputy governor), taking control of the Kokuga and Rususho (official offices) that had previously maintained their own functions, and also taking on the role of Shugo for the Kokugaryo (provincial governor), unifying the domestic governing system under Shugo and establishing their position as the sole rulers of their territory. The Akamatsu clan's ruling structure in Harima Province was unique in that it had a system of higher-ranking shugodai and lower-ranking shugodai, and the Akamatsu clan appointed the Ogawa clan to important positions such as higher-ranking shugodai, kokugamokudai, and natsushiyo, and gave them important powers such as determining the number of fields in the various territories within the domain as recorded in the Otabunshozuzu and allocating various types of tansen and public duties based on that number, and collecting taxes.
