A military commander in the Muromachi period. Born in Shijo-kan, Kyoto, to Nagasho as his father. His mother was the former wife of Hatakeyama Mochikuni, a powerful man in the shogunate. He served as Umasuke, Tamibu-no-taifu, Daizen-no-taifu, and Shinano-no-kami. When his uncle Nagahide, famous for fighting against the Daimonji Ikki in the Battle of Oto, handed over the family headship to his younger brother Masayasu, he set the condition that "in the event of no children, hand it over to Hikojiro (Mochinaga)", which led to a fight for the headship with Masayasu's eldest son, Muneyasu. In 1445, the shogunate allowed Muneyasu to inherit the family headship, but Mochinaga was dissatisfied with this and killed Muneyasu in the battle of Urushidahara, Minauchi County (Nagano City) the following year. However, Mochinaga, who disobeyed the shogunate's orders, was not granted the right to inherit the family headship. After that, the head family of the Ogasawara clan gradually expanded its influence from Igarashi (Iida City) to Fuchu (Matsumoto City), but Mochinaga established his base in Fuchu, and his descendants became the Fuchu Ogasawara clan. They served as the guardian of Shinano from around 1449 to around 1452, and the background to this was the appointment of the Hatakeyama clan to the position of kanrei.

室町時代の武将。長将を父として京都四条館に生まれる。母は幕府有力者畠山持国のもと妻。右馬助,民部大輔,大膳大夫,信濃守。大塔合戦で大文字一揆らと戦ったことで有名な叔父の長秀が弟の政康に家督を譲る際,「子供がないときには彦次郎(持長)に譲れ」と条件をつけていたため,政康の嫡男宗康と家督を争うことになった。文安2(1445)年,幕府は宗康に家督を相続させたが,持長はこれを不満とし,翌年水内郡漆田原(長野市)の合戦で宗康を討ち取った。しかし幕府の命に背いた持長に家督相続はかなわなかった。その後小笠原氏宗家は伊賀良荘(飯田市)から府中(松本市)へと次第に勢力を伸ばしたが,持長は府中に基盤を置き,その子孫が府中小笠原氏となった。宝徳1(1449)年ごろから享徳1(1452)年ごろまで信濃守護を務めているが,その背景には畠山氏の管領職就任があった。
