Public impeachments
A type of judicial procedure for the dismissal of a judge. This word appears in Article 78 of the Constitution of Japan, which provides for the protection of the status of judges. The word "public" here is understood to be intended to clarify that impeachment must be conducted on a national basis and through open procedures, in accordance with the spirit of the Constitution (Article 15), which states that the selection and dismissal of public officials are the inherent right of the people (Judge Impeachment Law 26).

裁判官を罷免するための一種の裁判手続。裁判官の身分保障について規定した日本国憲法 78条にこのことばがみられる。ここに特に「公の」とするのは,公務員の選定,罷免が国民固有の権利であるとする憲法 (15条) の趣旨を受けて,弾劾が広く国民的基礎に立って公開の手続で行われなければならないことを明らかにしようとしたものであろうと理解されている (裁判官弾劾法 26) 。
