He established a magistrate's office in Obata Village, Jinseki County, and appointed local magistrates who had been members of the Murata clan for generations. As a result, the Shogunate's Bingo Territory was reduced to just under 20,000 koku, and the upper and lower magistrate's offices were converted into branch offices of the Omori magistrate's office in Iwami Province.
