...However, this vast authority often caused conflicts with other administrative agencies, and gradually the responsibilities of affairs outside the scope of finance and banking were transferred to each ministry. In February 1886, the Ministry of Finance was established, stating that it would "manage affairs related to revenue and expenditure, taxes, national bonds, currency, and banking, and supervise local finances," thus establishing itself as the financial governing body of a modern state. In addition to the Minister's Secretariat, the Ministry had 11 bureaus: General Affairs, Accounting, Taxation, Customs, Accounting, Treasury, National Bonds, Safekeeping, Banking, Deposits, and Records, as well as independent bureaus for minting and printing.
