There had been a series of friendly efforts by bipartisan lawmakers, and the establishment of a quasi-governmental private agreement called LT Trade (based on the Memorandum on General Trade between Japan and China, concluded in November 1962 between China's Liao Chengzhi (L) and Japan's Takasaki Tatsunosuke (T). The weight of the history of relations between Japan and China, which influenced factional strife within the LDP, seems to have led the Tanaka Cabinet to decide to restore diplomatic relations.
