… After the Xinhai Revolution, resident officers were sent to various parts of China, and the resident officers in Shanghai, Beijing, Nanjing, Tianjin, Jinan, Hankou, and Guangdong were called special agencies. However, as the occupied territories expanded during the Sino-Japanese War, they began to operate secretly in the occupied territories, such as political maneuvering, administrative guidance, and economic scheming, and were reorganized into the Shanghai Army Department, the Hebei Province Special Agency (Beijing), the Nanjing Special Agency, the Shandong Province Special Agency (Jinan), and the Hankou Special Agency, and in the summer of 1943, they were renamed the Liaison Department. Temporary agencies were established for the south, such as the South Agency for operations in Burma (now Myanmar) and the F Agency for operations in India, but the South Agency was dissolved with the inauguration of a military government following the invasion of Burma, and the F Agency was dissolved and developed into the Iwabe (Heroic) Agency, which had lost its scheming nature. Foreign agencies similar to the special agencies in occupied territories include the CIC (Counterintelligence Corps) of the American military in Japan. …
