...The target room condition can be achieved by sending into the room an amount of heat equivalent to the heat loss at the target room condition through the heating system, so in order to heat economically, it is necessary to increase the efficiency of the heating system and reduce the heat loss from the building or room. The Law Concerning the Rational Use of Energy (commonly known as the Energy Conservation Law), enacted in 1979, requires building owners to take appropriate measures to reduce heat loss from buildings, and as a criterion for judging whether appropriate measures have been taken, upper limits are set for the heat loss coefficient (simply put, the heat loss per wall area) for homes by region, and for buildings such as offices, the annual heat load coefficient (simply put, the total annual heat load divided by the floor area. In these buildings, cooling must also be taken into account, so the term heat load is used, which has a broader meaning than heat loss, which only refers to the heat escaping from the room to the outside).
