The Law Concerning the Rational Use of Energy (commonly known as the Energy Conservation Law), enacted in 1979, requires building owners to take appropriate measures to reduce heat loss from buildings, and as a criterion for judging whether appropriate measures have been taken, upper limits are set for the heat loss coefficient (simply put, the heat loss per wall area) for homes by region, and for buildings such as offices, the annual heat load coefficient (simply put, the total annual heat load divided by the floor area.
