In the same year, women gained the right to vote in local government, and in 1970, the right to vote on school boards. As the government continued to be stubborn about women's suffrage, the movement split into two. In 1997, the National Union of Women's Suffrage Society (NUWSS) was founded in Manchester, led by MG Fawcett, and in 1903, the Women's Social and Political Union (WSPU) was founded in Manchester, led by E. Pankhurst and her daughter Christabel.
