...Even today, industrialization is lagging behind in this agricultural region, with the average per capita income in the region being less than half the national average (45% in 1979). In 1959, the government established the Agency for Development of the Northeast (SUDENE) to focus on the region's overall development, and in 1967 enacted incentives to attract industry, implementing measures such as tax exemptions. As a result, the share of industrial production in total production rose from 22% in 1960 to 30% in 1979.
