・Agency shop -Whether to join a labor union is left to the discretion of the worker, but even if they are not union members, they are required to pay union dues to cover the costs of collective bargaining and grievance handling. - Union dues are paid by union members as compensation for the services that cannot be provided directly through union activities, and are used to cover the costs incurred by union representatives in collective negotiations with companies. -Normally, when a labor union representative achieves a result (such as a wage increase) as a result of negotiations with a company, that result is also applied to non-union members at the same company or workplace who do not pay union dues. -Therefore, the purpose of introducing this system is to eliminate the sense of unfairness between union members who pay union dues and non-union members who do not (preventing free riders). -However, non-union members do not have to pay lobbying expenses other than union dues or expenses for privileges given only to union members. -Of course, non-union members do not have to participate in union activities. - It is the same as the open shop system in that joining a labor union is left to the discretion of the worker, but it differs in that even non-union members pay membership fees. -This agency shop system is seen in countries such as the United States and New Zealand.
