The Three Mile Island accident was a major turning point in the safety debate, and at the same time, since "no magic wand that would ensure safety could be found" (Kemeny report), the safety debate should enter a qualitatively new stage of development. The report commonly known as the "ASP report," which was commissioned by the NRC and conducted by the Oak Ridge National Laboratory, used the same methodology as the "Rasmussen report," but used data on accidents and failures based on operating experience to estimate the probability of a core meltdown accident to be once every 222 to 588 reactor-years. This is significantly higher than the calculation of once every 20,000 reactor-years in the "Rasmussen report." ...
