The predecessors of this law were the Law Concerning the Preservation of Water Quality in Public Water Areas (Water Quality Preservation Law) and the Law Concerning the Regulation of Factory Wastewater, etc. (Factory Wastewater Regulation Law), which were promulgated in December 1958. These are called the Old Two Water Quality Laws in contrast to the Water Pollution Prevention Law. The impetus for the legalization of water pollution prevention was the Urayasu Incident, in which pulp wastewater discharged from the Honshu Paper Edogawa Factory polluted downstream fishing grounds, and fishermen from Urayasu protested against this by storming into the factory on June 10, 1958, and clashing with the waiting police force. ...
