...This area has been developed since ancient times, and the name Itakura-go appears in the Wamyōshō. The central settlement, Hari, was a key location on the Sekita Highway that crossed the Sekita Pass in early modern times and led to Nozawa Onsen. It was the core of the Kuminami granary region, where rice cultivation was promoted by the Nakae Irrigation Canal and the Kamie Irrigation Canal. The main industry is rice cultivation, but there are many small-scale farms, and many commute to Arai City, Joetsu City, and other cities.

...The village is made up of the southwestern part of the Higashikubiki Hills and the lowlands at the southeastern end of the Takada Plain, with settlements developing in the valley and alluvial fan of the Kushiike River, a tributary of the Seki River. In the early modern period, most of the area was under the control of the Shogun, and in 1693 (6th year of Genroku), the Kamie irrigation channel was opened, and the alluvial fan land was turned into rice paddies. Rice cultivation is the village's only industry.
