...Vehicles were concentrated in the two major metropolitan areas of Tokyo and Osaka, and the tracks on which they operated were separate from those of medium- and long-distance trains, and the sections on which JNR trains operated were specifically called JNR sections or electric train sections. JNR trains were also called "Insyusen trams" during the era of the Railway Bureau, and "Ministry trams" during the era of the Ministry of Railways.
