Ibn al-Ash'as Rebellion

...The traditional Arab tribal councils, such as the Shura (council of tribal elders) and Uhud (council of local representatives), became meaningless, and the caliph was free to appoint and dismiss governors. On the other hand, the conflict of interests between the government and the Arab muqatillahs increased, leading to the Ibn al-Ash'as Rebellion (700). Hajjaj bin Yusuf, the governor of Iraq, built the military city of Wasit to control the muqatillahs of Iraq, and stationed the Arab muqatillahs there.
