Lord of Odawara Domain (Odawara City) in Sagami Province in the early Edo period. Born in Edo. Commonly known as Tsuruchiyo as a child, he was appointed chamberlain. His father was Masakatsu. His mother died when he was four years old, and he was raised by his grandmother, Kasuga no Tsubone. When his father died in 1634 (Kan'ei 11), he inherited his estate of 85,000 koku. In 1658 (Manji 1), he became a senior councilor. In 1663 (Kanbun 3), he was given an additional 10,000 koku. In 1680 (Enpo 8), he resigned from his position as a senior councilor, but was given an additional 15,000 koku in recognition of his achievements, giving him a total estate of 110,000 koku. In 1683 (Tenna 3), he retired. He worked to restore the castle town and Odawara Castle, which had been devastated by the great earthquake of 1620, and to improve and establish the domain's administration, laying the foundations of the Odawara Domain. On the other hand, in order to secure financial resources, he carried out land surveys and attempted to increase taxes, which led to a lawsuit by Shimoda Hayato.

江戸前期の相模国小田原藩(小田原市)藩主。江戸生まれ。通称は幼名鶴千代,侍従に任ぜられる。父は正勝。4歳のとき母が死去,以後祖母春日局の許で養育された。寛永11(1634)年父が死去,遺領8万5000石を継ぐ。万治1(1658)年老中となる。寛文3(1663)年1万石の加増。延宝8(1680)年老中を辞職したが,その功により1万5000石を加増され,計11万石を領した。天和3(1683)年隠居。寛永10年の大地震により荒廃した城下および小田原城の復興,藩政の整備,確立に努め,小田原藩の基礎を築く。しかし,一方で財源確保のために検地を行い年貢増徴を計ったが,下田隼人の越訴事件を招いた。
