"Countryside youth" - Inakasei-nen

...From the 1870s to the 1980s, youth associations began to be organized based on the Night Study Group, a youth learning organization, and elementary school alumni associations. Yamamoto Takinosuke, known as the father of the youth corps, noticed this movement and was influenced by Tokutomi Soho's theory on youth associations. In 1890, he drafted "I Hope to Establish a Youth Association," and in 1896, he wrote "Youth in the Countryside," in which he stressed the need for rural youth in rural areas, who were not blessed with education or culture, to form youth associations. The government, noting Yamamoto Takinosuke's argument and the youth association's activities at home during the Sino-Japanese War, issued a notice from the Director of the Local Bureau of the Ministry of Internal Affairs in 1905, "Regarding the Improvement and Development of Local Youth Organizations," encouraging youth associations. ...
