This is one of the classifications by institutional sector used to look at the state of economic activity of the entire country in national income accounting, and refers to the public sector including the national and local governments. The general government is divided into the central government, which consists of the national general account, non-enterprise special accounts, and part of the business corporations, the local government, which consists of the ordinary accounts and public enterprise accounts of local governments, and the social security fund, which includes the national social security-related special accounts. Its economic activities include government final consumption expenditure, which is a general current expenditure, the increase in government inventory, which reflects the increase or decrease in the amount of rice held by the government, and the government gross fixed capital formation, which is invested in the development of social capital such as roads and ports.
