National highways other than expressways. These are commonly known as "national highways." Together with expressways, they form the national trunk road network. There are 459 routes, and they are numbered, such as "National Highway No. 1." There are direct national highways managed by the Ministry of Land, Infrastructure, Transport and Tourism, and auxiliary national highways managed by prefectures and designated cities.
