… When police officers determine based on appearances that a vehicle has violated certain traffic laws, they may stop the vehicle in question under the Road Traffic Law in order to take measures to prevent danger. However, there is no explicit provision for simultaneous traffic checks (simultaneous inspections) that are conducted regardless of whether the vehicle appears suspicious or not. In a September 1980 Supreme Court decision, based on the wording "traffic control" in Article 2 of the Police Law and the natural burden that accompanies the use of public roads, it ruled that simultaneous inspections are legal and should be conducted in accordance with the principle of police proportionality (the principle that the conditions and level of the exercise of police power must correspond to the level of disruption to the public that is the subject of the police power). …
