A river under the River Law. It is a river designated by the Minister of Land, Infrastructure, Transport and Tourism among river systems designated by government ordinance as being particularly important for land conservation or the national economy. When designating a river, the need for wide-area management must be taken into account, and the river basin, flow rate, flood area, population, and water demand must be considered, and the opinions of the River Council and the prefectural governor must be heard. In principle, the management and cost burden of a first-class river is the responsibility of the Minister of Land, Infrastructure, Transport and Tourism and the national government, but some rivers are managed and cost-borne by the prefecture. In addition, there are second-class rivers designated by prefectural governors among river systems that are important to the public interest under the River Law, and quasi-river rivers designated by mayors of cities, towns, and villages to which the provisions of the River Law apply mutatis mutandis. As of April 1995, there were 109 river systems, 13,883 rivers, and a total length of 87,291 km of first-class rivers. 河川法上の河川の一つ。国土保全または国民経済上,特に重要な水系であると政令で指定したなかで,国土交通大臣が指定する河川のこと。指定にあたっては広域的管理の必要性を考慮し,流域,流量,氾濫面積,人口,水需要を勘案するとともに,河川審議会と都道府県知事の意見を聞かなければならない。一級河川の管理とその費用の負担は,原則として国土交通大臣・国であるが,一部については都道府県が管理・費用負担をする。なお,このほか河川法上の河川として公共の利害に重要な関係がある水系のなかで都道府県知事が指定する二級河川があるほか,市町村長が指定し河川法の規定が準用される準用河川がある。一級河川の指定状況は 1995年4月の時点で,109水系,1万 3883河川,延長8万 7291kmにのぼる。
