In other words, it is necessary to disperse industries to prevent the overgrowth of cities and reduce regional disparities, but "when dispersing industries, consideration should be given to maximizing the development effect from the perspective of the national economy as a whole," and "the appropriate allocation of industries should be made in a concentrated manner, starting with those with the highest development effect." ...

…このプランに対して，太平洋ベルト地帯に属さない道府県からはげしい批判があり，1961年7月，〈国民所得倍増計画および同構想に関連して，早急に全国総合開発計画の作成が必要とされる状況にある〉との閣議了解がなされた。　全国総合開発計画(のちに第1次全国総合開発計画と呼ばれることになるので，ここでは一全総と略す)は，国民福祉向上の見地から，生活基盤の整備については経済効果等にとらわれることなく，地域格差の是正に重点を置くが，道路，港湾，鉄道，用水等産業発展のための公共基礎施設は，地域格差是正の見地とともに，〈適切な産業立地体制を整える〉こともあわせて考慮すべきだとする。すなわち，都市の過大化を防止し，地域格差を縮小するために工業の分散が必要であるが，〈工業の分散に当たっては，国民経済全体からみて開発効果を最大にするよう考慮し〉〈工業の適正な配分は開発効果の高いものから順次に集中的になされなければならない〉というのである。…
