Ichizenso - Ichizenso

...This plan was heavily criticized by prefectures not located in the Pacific Belt Zone, and in July 1961, the Cabinet agreed that "in connection with the National Income Doubling Plan and the related concept, it is necessary to create a National Comprehensive Development Plan as soon as possible." The National Comprehensive Development Plan (later known as the First National Comprehensive Development Plan, and abbreviated as the First Comprehensive Development Plan) emphasizes the correction of regional disparities in the development of living infrastructure, regardless of the economic effects, from the viewpoint of improving national welfare, but also states that public infrastructure facilities for industrial development, such as roads, ports, railways, and water supply, should be considered not only from the viewpoint of correcting regional disparities, but also from the viewpoint of "establishing an appropriate industrial location system." In other words, it is necessary to disperse industries to prevent the overgrowth of cities and reduce regional disparities, but "when dispersing industries, consideration should be given to maximizing the development effect from the perspective of the national economy as a whole," and "the appropriate allocation of industries should be made in a concentrated manner, starting with those with the highest development effect." ...
