In other words, it is necessary to disperse industries to prevent the overgrowth of cities and reduce regional disparities, but "when dispersing industries, consideration should be given to maximizing the development effect from the perspective of the national economy as a whole," and "the appropriate allocation of industries should be made in a concentrated manner, starting with those with the highest development effect." ...
