Location information - Location information

Information about the location of a person or object. Generally expressed as latitude and longitude coordinates. Location information as coordinates can also be obtained from information such as postal codes, addresses, and facility names.

Today, accurate position information can be obtained by the Global Navigation Satellite System (GNSS), a positioning satellite system, and has been applied to navigation systems for aircraft, ships, and automobiles. Furthermore, the miniaturization of devices related to the Global Positioning System (GPS), a representative GNSS, has progressed, and handheld GPS (portable GPS) and mobile terminals equipped with GPS (smartphones, tablet terminals, etc.) have appeared, making it possible to obtain position information at all times. In the case of mobile phones and smartphones, access information of communication service base stations and wireless LANs is used as auxiliary information to obtain information on the current location even indoors where GNSS cannot be used.

Location information services are expanding as location information can be obtained and transmitted at all times by information devices carried by individuals. However, even though location information is related to privacy, user awareness and government policies have not kept up with the rapid expansion of services. In November 2012, the Ministry of Internal Affairs and Communications established a study group ("Study Group on the Use and Distribution of Personal Data") to protect the privacy of personal information, including location information, and promote the use of data, and has been conducting specific studies. In a report compiled in June 2013, location information was classified as one of three types of personal data that require moderate careful handling. As for international movements, the Organization for Economic Cooperation and Development (OECD) has been working since 2013 to create an international system for the use of location information, and in July of the same year, it formulated privacy guidelines.

人や物などの位置に関する情報。一般に緯度と経度の座標で示される。郵便番号や住所、施設名などの情報からも、座標としての位置情報が得られる。

　今日では測位衛星システムGlobal Navigation Satellite System（GNSS）によって正確な位置情報が得られ、航空機・船舶・自動車のナビゲーションシステムに応用されてきた。さらにGNSSの代表格である全地球測位システム（GPS）関連機器の小型化が進み、ハンドヘルドGPS（携行型GPS）やGPS搭載の携帯端末（スマートフォン、タブレット型端末など）が登場し、常時、位置情報が得られるようになった。携帯電話やスマートフォンなどの場合は、通信サービスの基地局や無線LANのアクセス情報を補助情報として活用し、GNSSが使えない屋内でも現在地の情報を取得する。

　個人が携帯している情報端末によって常時位置情報が得られ、その情報を送信可能になったことで、位置情報サービスが拡大している。しかし、個人の位置情報はプライバシーにかかわるにもかかわらず、急速に拡大するサービスに利用者の意識や行政の施策は追いついていない。2012年（平成24）11月に総務省は位置情報を含む個人情報のプライバシー保護とデータの活用促進に向けた研究会（「パーソナルデータの利用・流通に関する研究会」）を設けて具体的な検討を実施。2013年6月にまとめられた報告書では、位置情報は3種に分類されたパーソナルデータのうち中程度の慎重な取扱いが求められるものとされた。国際的な動きでは、経済協力開発機構（OECD）において、2013年から位置情報活用の国際的な制度づくりが進められ、同年7月にプライバシーガイドラインを策定した。
