The association was founded in 1857 with the goal of Italian independence and unification. Its promoters were D. Manin, a Venetian leader who fled to France, G. La Farina, who had participated in the Sicilian Revolution (1848-49) and then moved to Turin via France, and G. Pallavicino, who had participated in the Piedmontese Revolution in 1821 and been arrested by the Austrian police, and they tried to unite the various forces of the Risorgimento movement. Because they expected the Kingdom of Sardinia to take the initiative in liberating Italy, they were criticized by democratic factions such as G. Mazzini. However, they expanded their organizational network throughout Italy, centering on Turin, and contributed to the establishment of provisional governments in Tuscany and Emilia in 1859.
