The former name of the town (Itakura-machi) was in Nakakubiki-gun, southwest of Niigata Prefecture. It is currently part of Joetsu City. It was incorporated as a town in 1958 (Showa 33). In 2005 (Heisei 17), it was incorporated into Joetsu City along with Yasuzuka-cho, Kakizaki-cho, Ogata-cho, Yoshikawa-cho, Nadachi-cho, Uragawara-mura, Oshima-mura, Maki-mura, Kubiki-mura, Nakago-mura, Kiyosato-mura, and Sanwa-mura. The former town area is located at the mouth of a valley in the Takada Plains, and the Okuma River flows through it. The Hari district, located 5 km from Arai Station on the nearby Echigo Tokimeki Railway (formerly the JR Shinetsu Main Line), is a strategic point on the Iiyama Kaido road and prospered as a rural town. The Higashiyama-ji district, located in the southeastern hills at the center of the Keinan grain belt, flourished as a sacred place of mountain Buddhism in the Middle Ages, and is home to Yamadera Yakushi and the mausoleum and memorial hall of Eshinni (wife of Shinran).
