Born in 1835. Formerly a samurai of the Satsuma Kagoshima Domain. Joined the Ministry of the Navy and transferred to the Ministry of Public Works' Maintenance Bureau in 1878, where he soon left and worked on the construction of the Rokumeikan. Later he served as president of the Sangu Railway and Dai Nippon Civil Engineering. He passed away on June 20, 1909, at the age of 74.
